DC Water Consolidates and Modernizes HR and Data Warehousing

DC Water, a major metropolitan water utility company, sought to address inefficiencies within its operational business functions. Serving a large urban area, DC Water relied on six disparate HR applications, which created significant challenges in financial, human capital, and supply chain management.

Challenge

The primary challenge DC Water faced was the fragmentation of its HR systems. The reliance on multiple applications led to inefficiencies and complexities in operations. To streamline processes and enhance efficiency, DC Water decided to consolidate all HR systems into Oracle Cloud Human Capital Management (HCM) and retire the existing legacy systems. Instead of migrating all historical data to the new Oracle ERP System, DC Water chose to transfer only the minimum data required for legal compliance. The remaining historical data, along with new HR data, would be stored in an Enterprise Data Warehouse (EDW). Additionally, the company required a comprehensive suite of standard business reports and the capability for ad-hoc reporting.

Approach

Phase 1: Preparation and Planning

In the initial phase, Vigilant focused on thorough preparation and planning, which included the installation, configuration, and performance balancing of essential software such as SQL Server Database, .NET, and Power BI. Our Business Analysts conducted an in-depth analysis of the HCM legacy systems to understand the existing data points and provided detailed data mapping information to our technical team. The foundational work performed by Vigilant was crucial for ensuring a smooth transition to the new system.

Phase 2: Data Integration and Setup

The next phase centered on data integration and setup. Our SSIS team performed comprehensive data mappings, set up the ETL processes, and configured the necessary packages and encryption protocols. A one-time full data load was completed to establish a robust data foundation. We also assessed the volume of data to determine whether incremental or full data loads would be required for periodic updates. Vigilant’s meticulous approach ensured data integrity and reliability throughout the transition.

Phase 3: User Interface and Reporting

Developing a user-friendly interface and robust reporting capabilities was a critical component of the project. Vigilant developed wireframes and mockups for user interface screens, including Employee Self-Service and Administrator screens. These designs were confirmed by the business to ensure they met user needs. Our Business Analysts worked closely with DC Water to catalog and determine the required static reports, such as Pay Statements, W-2s, and Timesheets, in addition to over 100 other reports. These reports were developed in formats suitable for business use, including Excel and PDF.

Phase 4: Testing and Training

Thorough testing and comprehensive training were pivotal to the project’s success. Vigilant conducted two test cycles with DC Water, including iterations of System Integration Testing (SIT) and User Acceptance Testing (UAT). Vigilant’s rigorous testing ensured the system’s reliability and performance. In addition, we provided extensive training to both end-users and IT personnel, accompanied by detailed training manuals to support ongoing use and maintenance.

Phase 5: Deployment and Support

The final phase involved deployment and ongoing support. Vigilant provided post go-live support for two months to ensure a smooth transition and address any issues that arose. The estimated timeline to complete the entire project was between 8 to 10 months, reflecting the complexity and scale of the transformation.

Benefits Achieved

The project yielded significant operational and financial benefits for DC Water. Operationally, the company experienced more efficient and effective reporting, faster employee response times, higher employee satisfaction, and improved morale. Financially, DC Water estimated annual savings of $8 million, demonstrating the substantial impact of the modernization effort.
