Every enterprise vendor claims AI will transform your business. Here’s how to evaluate whether Oracle’s approach is built to last or built to sell.
If you lead IT for an organization running Oracle, you have heard more AI promises in the past two years than in the previous twenty combined. Every vendor, every analyst briefing, every conference keynote leads with AI. The volume alone has made skepticism a rational response.
The challenge is that skepticism applied too broadly can be just as costly as blind adoption. Some of what Oracle is shipping in AI is genuinely substantive, and organizations that dismiss all of it risk falling behind competitors who evaluate it carefully. The question is how to separate signal from noise.
Here are six criteria you can apply to evaluate whether any enterprise AI capability is built for production or built for a press release. We will use Oracle’s current AI strategy as the test case.
- Is the Vendor Using It Internally?
The simplest test of whether a vendor believes in its own AI is whether the vendor runs its operations on it. At Oracle AI World 2025, Larry Ellison disclosed that a growing portion of Oracle’s own codebase is now AI-generated. Developers define the intent, and the system generates the code. That approach enabled Oracle to rebuild Cerner’s 25-year-old healthcare platform in three years, producing applications that are secure, stateless, and designed to scale for millions of users from day one.
When a vendor uses its own AI to rebuild a mission-critical healthcare system serving millions of patients, the technology has moved past the prototype stage. Oracle is not asking customers to take a risk the company has not already taken itself.
- Is It Embedded or Bolted On?
Hype-driven AI tends to arrive as a separate product with its own license, its own interface, and its own data requirements. Production-grade AI is embedded directly into existing workflows where work already happens.
Oracle’s AI agents are natively integrated into Fusion Cloud Applications. They operate within existing ERP, HCM, SCM, and CX workflows. They inherit existing security configurations, role-based access controls, and data governance policies automatically. There is no separate AI platform to license, no data migration required, and no new interface for users to learn. Steve Miranda, Oracle’s EVP of Applications Development, summarized the approach: the AI works where your data already lives.
- Did the Vendor Build Security and Governance First?
When a company is chasing hype, it ships capabilities first and figures out governance later. When a company is building for enterprise production, it builds the trust infrastructure before or alongside the capabilities.
Oracle built a comprehensive trust and security framework into AI Agent Studio before opening it to customers and partners. Every agent created in Agent Studio is required to inherit the latest Fusion Applications security configurations, policies, and access controls. Built-in validation and testing tools verify reliability, repeatability, explainability, and performance of AI outputs before deployment. Oracle’s AI Guardrails provide content moderation, prompt injection detection, and PII protection at the agent endpoint level. The METRO framework (Monitoring, Evaluations, Tracing, Reporting, Observability) wraps the entire agent lifecycle in enterprise-grade oversight.
That level of governance infrastructure is expensive to build and invisible to a marketing audience. Companies build it because regulated enterprise customers require it, not because it generates headlines.
- Are Partners Investing Real Engineering Resources?
Analyst quotes and press releases are easy to manufacture. Engineering investment from major systems integrators is not. When large consulting firms and global technology partners are building agents on a platform, they have done their own technical due diligence and concluded the architecture is sound enough to stake their client relationships on.
Oracle’s AI Agent Marketplace launched with over 100 agents from more than two dozen partners. Multiple global systems integrators have built Oracle-validated agents spanning finance, sales, procurement, and HR. These are not conceptual demonstrations. They are production-ready tools built by firms whose reputations depend on the platforms they recommend to clients.
- How Is It Priced?
Pricing reveals strategy. When a vendor charges a premium for AI features, the incentive is to oversell the capability. When a vendor includes AI at no additional cost, the bet is that the capability will be good enough to deepen platform commitment and drive renewals.
Oracle is embedding over 600 AI agents into Fusion Applications at no additional license fee. Pre-built agents, partner-built agents from the Marketplace, and the Agent Studio tooling are all included for Fusion customers. Forrester noted that this approach rewrites the AI business case by replacing metered experimentation with predictable total cost of ownership. Oracle is betting that once customers adopt these agents and see measurable results, they will deepen their investment in the Fusion platform. That is a long-term infrastructure bet, not a short-term revenue grab.
- Does the Vendor Acknowledge Limitations?
Hype-driven AI is presented as transformational from day one. Production-grade AI is shipped with clear scope, documented constraints, and an iterative improvement roadmap.
Oracle’s AI agents are designed for specific, well-defined enterprise tasks: invoice processing, journal monitoring, procurement analysis, shift scheduling, sales order creation. Each agent has a defined scope and operates within explicit security boundaries. The Agent Studio includes testing and validation tools specifically because Oracle expects customers to verify agent performance before deploying into production workflows. The Essbase 21c transition, where Oracle paused EPM updates to address performance and accuracy issues, demonstrated that Oracle prioritizes getting it right over getting it out fast, even when that means slowing down a major platform rollout.
Applying the Checklist
No vendor’s AI strategy should be accepted uncritically, and Oracle is no exception. Every organization should evaluate AI capabilities against its own workflows, security requirements, data governance policies, and risk tolerance before deployment. The point of this checklist is not to argue that Oracle’s AI is perfect. It is to provide a framework for distinguishing enterprise-grade AI from marketing-grade AI.
When you apply these six criteria, Oracle’s approach consistently lands on the infrastructure side of the ledger. The company is using its own AI internally, embedding it into existing workflows rather than selling it as a separate product, building governance before capability, attracting real engineering investment from major partners, pricing it for adoption rather than margin, and shipping well-scoped agents with clear limitations. That pattern is more consistent with a company building durable enterprise capability than one chasing a hype cycle.
The practical implication for Oracle customers is that AI agent adoption deserves serious evaluation rather than reflexive dismissal. The organizations that assess each agent against their actual business processes, deploy the ones that produce measurable results, and skip the ones that introduce risk without proportional value will be the ones that capture the most from Oracle’s AI investment.
